Within the Türkiye Country Office, the Preparedness, Response and Resilience (PRR) Programme incorporates UNDP Türkiye’s work on crisis prevention, response, and recovery. Building on UNDP Türkiye’s extensive experience in crisis response—including the Syrian crisis, the COVID-19 pandemic, and the February 2023 Earthquakes—the programme promotes integrated, adaptive, and community-led approaches. These interventions span support for public institutions, socio-economic recovery, infrastructure rehabilitation, and long-term resilience investments. The projects under the programme are;
Social Cohesion and Inclusion Support for Refugees in Türkiye: The project supports the implementation of Türkiye’s national harmonization strategy by strengthening social cohesion and expanding meaningful social, economic, and civic participation—particularly for women. It improves access to language and literacy programmes while addressing social and cultural barriers, discrimination, and misinformation affecting SuTP, IPSHA, and Turkish citizens. To expand access to decent work, the project reinforces institutional coordination, labour governance, and regulatory frameworks, while facilitating work permits, labour mobility, and voluntary relocation mechanisms. It provides market-oriented vocational training, counselling, and job matching—especially in green and digital sectors—and introduces targeted measures to enhance women’s employability, including addressing care-related constraints. Implementation involves PMM, MoNE, relevant line ministries, local authorities, the private sector, UNDP and TRC, with local NGOs and mukhtars informed through structured engagement. The project is planned to start on 1 May 2026.
Skills Development for Improved Employability: This component of the INSURE Programme strengthens sustainable livelihoods and formal employment opportunities for Syrians under Temporary Protection (SuTP), International Protection Status Holders and Applicants (IPSHA), and host communities in Türkiye. It focuses on increasing employability in non-agricultural sectors through market-oriented skills development and improved access to formal jobs.
Strengthening Seasonal Agricultural Capacities in Rural Areas:The second component enhances employment status, employability, and working conditions of agricultural workers—particularly seasonal migrant workers—in selected rural areas. It promotes sustainable livelihoods while improving labour standards and productivity in agriculture.
3. Scope of Work
Under the supervision of the Head of Procurement Unit, the Procurement Officer will be responsible for timely planning and management of procurement activities of the projects s/he is assigned to, in line with Project Implementation arrangements, in accordance with relevant UNDP Procurement Guidelines, with due consideration of the relevant national procurement context as well as the Financiers’ procurement rules.
The Procurement Officer will work closely with the relevant Project personnel for provision of inputs to Projects’ Annual Work Plan and Budgets (AWP and B) and provision of support to stakeholders, as needed.

4. Institutional Arrangement
The Procurement Officer will report to the Head of Procurement Unit (UNDP). NPSA will be directly responsible to, reporting to, seeking approval/acceptance of output from the Head of Procurement Unit. The Procurement Analyst works in close collaboration with the relevant Project Manager/Coordinator and other relevant project personnel.

6. Minimum Qualifications of the Successful NPSA
Asset: Master’s degree in related social sciences
Asset: CIPS Certification
Asset: Procurement experience in projects financed by an International Financial Institution (Such as UN, IFAD, World Bank, ADB, EDB, etc.) or European Union
Asset: Good knowledge of international organizations and national procurement regulations and procedures
