JOB Description
Contracting
§ Develop relationships with key third party engineering and construction contractors to ensure that all
assigned work can be carried out in a timely and cost-effective manner without adding to company
Qatar’s operational overhead.
Project Management
§ Plan and coordinate project execution and delivery; by prioritizing, setting project timelines, plan of
actions etc. to achieve conformity and consistency among different projects undertaken across the
company.
§ Set the overall project management framework and guidelines, which are aligned with international
best practices, for effective planning, delivery, and execution of various projects.
§ Review project proposals or plans to determine methodologies, time frame, funding limitations,
procedures for accomplishing projects, manning requirements, and allocating available resources to
various phases of projects in accordance with agreed plans.
Projects Monitoring, Evaluation and Reporting
§ Guide and oversee the management of projects through proper communication and liaison with all
departments of the company, government bodies and external contractors ensuring that the execution
of projects are carried out, within approved budgets and as per scope of work, smoothly with respect
to performance and progress through all phases of the project till completion and successful handover.
§ Guide and facilitate effective alignment and reporting on projects and ensure that execution is at all
times within stated timelines, quality and budgets. Undertake a final review of all projects and provide
final approval of all completion certificates and authorize payments by finance, ensuring that all obligations are met as per the contract.
Project Risks
§ Ensure identification of project associated risks in terms of planning, finance, HR, procedures, and
processes as well as provide recommendations and propose solutions in order to enhance the
effectiveness, efficiency and risk avoidance for various projects.
Project Control
§ Oversee and guide project control function by providing professional project control advice such as
project planning and cost control to minimize /mitigate project risks in accordance with industry /
international best practices.
Commissioning
§ Coordinate with the area projects managers and concerned stakeholders in order to ensure proper
commissioning and handover of the projects, as per the terms, regulations and policies.
Strategy Development and Implementation
§ Develop and direct the implementation of the department strategy ensuring alignment to divisional
strategy, co Qatar’s vision, mission, and corporate objectives.
§ Ensure that department strategy and related strategic plans are developed and implemented, which
are aligned with the vision and mission of the organization.
§ Ensure the provision of subject matter expertise for the assigned domain and provide counsel to
co Qatar leadership on all related areas to facilitate the achievement of co Qatar’s strategy
and divisional strategies.
Leadership
§ Manage the effective achievement of departmental objectives through effective leadership and by
setting of individual objectives, managing performance, developing, and motivating team to maximize
performance.
§ Lead the talent development initiatives for the assigned department, collaborating with discipline
experts and thereby ensure the availability of talent to fit business requirements.
Budgeting and Financial Performance
§ Oversee the consolidation and recommend the department budget and monitor financial performance
versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory
performance are identified, and potential areas of cost reduction or performance improvement
opportunities are capitalized upon.
Policies, Systems, Processes & Procedures
§ Develop and lead the implementation of department policies, systems, processes, procedures, and
controls covering all areas of assigned functional so that all relevant procedural/legislative requirements
are fulfilled while delivering a quality, cost-effective service in a consistent manner.
Change Management
§ Lead the management of change through continuous improvement of department systems, processes
and practices taking into account global standards and changes in the business environment which
demand proactive action plans.
Reporting
§ Ensure that all department reports are prepared timely and accurately and meet co Qatar
requirements, policies, and quality standards.
Quality, Health, Safety & Environment
§ Ensure all relevant quality, health, safety and environmental procedures, instructions and controls are
adhered to so that the safety of employees, quality of products/services and environmental compliance
can be guaranteed.
Related Assignments § The job holder may be required to undertake additional duties, which may be reasonably expected and forms part of the function of the job.

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:
§ The job holder is required to foresee and meet current and potential challenges presented by rapid
operational and staff growth in creating and implementing effective human resources strategy.
§ The job holder exercises financial authority as per the level established by co Qatar
management and stipulated in the authority matrix.
§ Key decisions having significant impact on the department are referred to Projects Director for
approval before implementation.
7. QUALIFICATIONS, EXPERIENCE & SKILLS
Minimum Qualifications:
§ Bachelor’s degree in Engineering or a related field
§ Master’s degree is preferred
Minimum Experience:
§ 10 years of experience in utilities industry or large-scale project management
10 years of experience in utilities industry or large-scale project management environment, 5 years in
managerial roles
§ Experience working in GCC
Job-Specific Skills (Generic / Technical):
§ Proficiency in English and Arabic
§ Excellent communication and inter-personal skills
§ Excellent analytical thinking and problem-solving skills
§ Expert knowledge of design management
§ Strong organizational and presentation skills
