Primary Objective
The Project Engineering Manager is responsible for establishing and leading the engineering framework for project execution, ensuring the effective delivery of multi-disciplinary engineering and design activities across our onshore projects in Energy and hydrocarbon sectors.
Specific Accountabilities
Engineering Leadership & Execution
- Establish and implement the project engineering execution framework, including procedures, deliverables, workflows, and interface management.
- Lead and coordinate multi-disciplinary engineering teams across Feasibility/ Concept, FEED and Detailed Design phases.
- Direct the preparation and quality of engineering deliverables, ensuring alignment with scope, standards, and schedule requirements.
- Ensure timely, accurate, and compliant design output, meeting client specifications, regulatory requirements, and industry best practices.
- Review and approve engineering execution strategies, project organization structures, and discipline responsibilities.
- Prepare and implement the Engineering management Plan on projects and ensure discipline schedules/budgets include safety and sustainability activities for the asset lifecycle.
- Manage technical Value Improvement Practices (VIPs) - technology selection, value engineering, energy optimization, RAM, etc.
Cross-Discipline Coordination & Interface Management
- Provide overall integration across engineering disciplines, ensuring effective sequencing and interface management.
- Establish and maintain engineering coordination procedures with internal teams, licensors, contractors, and stakeholders.
- Oversee and manage interfaces between engineering, procurement, construction, and third-party contractors.
- Ensure structured communication and resolution of technical queries and inter-disciplinary conflicts.
Technical Governance & Quality Assurance
- Ensure engineering activities comply with Worley standards, international codes, and customer specifications
- Must ensure maintaining engineering quality assurance processes, including document control, review cycles, and approval timelines.
- Lead the review and approval of key engineering documents, ensuring compliance with HSSEQ, operability, maintainability, and technical integrity requirements.
- Must ensure and participate in design reviews, safety studies, and technical assurance activities.
- Ensure required Technical Peer Reviews (TPRs) are planned, scheduled, and budgeted; proactively engage Location Director of Engineering when needed.
Project Management & Delivery
- Overall key technical interface with customer management teams.
- Support the safe, on-time, and within-budget delivery of engineering scope across all project phases.
- Monitor engineering progress against schedule, budget, and deliverable milestones, identifying risks and implementing mitigation plans.
- Provide technical and commercial input to optimize design solutions and manage project risks.
- Ensure alignment between engineering outputs and project controls (cost, schedule, procurement needs).
- Maintain engineering registers for assumptions, holds, technical queries, deviations, key document changes, and SEAL decisions.
HSSEQ & Compliance
- Champion Health, Safety, Security, Environment, and Quality culture within engineering activities.
- Ensure designs incorporate safe, sustainable, and environmentally compliant solutions.
- Ensure compliance with local and international regulatory frameworks and standards.
Team Leadership & Capability
- Lead, mentor, and develop multi-location engineering teams, ensuring effective resource allocation and competency.
- Ensure teams are appropriately staffed and aligned with project requirements.
- Foster collaboration across disciplines, offices, and stakeholders.
- Capture and implement lessons learned and continuous improvement initiatives.
Qualifications, Accreditation, Training
Education
- Full-Time Bachelor’s Degree in any discipline of Engineering from an accredited University
- Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage
- MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.
Job Specific Knowledge , Experience & Competencies
- Significant experience in oil & gas, petrochemical, or energy sector projects
- Must have proven experience as Project Engineering Manager / Engineering Manager on Pre-FEED, FEED and Detailed Engineering projects during the last five years.
- Strong exposure to multi-disciplinary engineering and global delivery teams
Technical & Functional Competencies
- Strong understanding of engineering governance, execution planning, and design assurance
- Extensive knowledge of cross-discipline integration, interfaces, and sequencing
- Experience in engineering deliverables, specifications, and design review processesSolid understanding of project lifecycle phases (Pre-FEED, FEED, Detailed Design, EPC)
- Familiarity with industry standards and customer specifications
- Experience in risk management, change management, and technical decision-making
