Tiered Approach


In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:


  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background


UNDP's Country Programme in Morocco (2023–2027) is fully aligned with the New Development Model, the Government Programme, the United Nations Sustainable Development Cooperation Framework (UNSDCF), the UNDP Strategic Plan, and the 2030 Agenda for Sustainable Development. It emphasizes a human rights-based approach, gender equity, and the principle of leaving no one behind. The Country Programme builds on previous development results and leverages UNDP country, regional and global institutional capacities, including South-South and triangular cooperation.


UNDP Country Office in Morocco works in close partnership with the Government and the international community to advance the New Development Model's objectives of structural transformation toward a more inclusive, empowered, sustainable and resilient economy and society, contributing to broader African prosperity. The UNDP Resident Representative (RR) leads and oversees the work of the Country Office, seconded by the Deputy Resident Representative (DRR Programme & Operations). The Country Office comprises approximately 50 staff and personnel and delivers around USD 25 million in programmatic support to Morocco annually.


To ensure the quality, coherence, and performance of its programme portfolio, the UNDP Morocco Country Office relies on a Programme Management Support Unit (PMSU). The PMSU plays a cross-cutting role supporting programme units in the areas of planning, monitoring and evaluation, quality assurance, risk management, corporate reporting, and knowledge management.


In this context, UNDP Morocco is recruiting an M&E Associate (NPSA-6) to be attached to the PMSU and placed under the direct supervision of the Head of PMSU. The incumbent will provide operational and technical support to the implementation of the office's monitoring and evaluation system, contribute to the collection, analysis, and use of performance data, and support the production of corporate and programmatic reports.


Duties and Responsibilities


Under the direct supervision of the Head of PMSU and in close collaboration with the Programme Analysts, Project Managers, and programme units of the office, the M&E Associate will contribute to the operationalization and strengthening of the monitoring and evaluation (M&E) system of UNDP Morocco. The incumbent will provide high-quality technical support to the collection, analysis, and use of portfolio performance data, as well as to the production of programmatic and corporate reports.


The M&E Associate will perform the following key functions:


1. Support to the implementation of the Country Office M&E system


  1. Support the operationalization of the M&E framework of the CPD and the Integrated Work Plans (IWP) of the office;
  2. Contribute to the design, update, and monitoring of results frameworks, theories of change, and M&E plans of projects;
  3. Ensure the regular update of performance data in UNDP corporate platforms (Quantum, Corporate Planning System,  etc.);
  4. Ensure consistency of project indicators with those of the CPD, UNSDCF, etc;
  5. Support the definition and tracking of SMART indicators, baselines, and targets.

2. Data collection, analysis, and use


  1. Contribute to the design and implementation of data collection tools (questionnaires, monitoring sheets, dashboards, etc.);
  2. Compile, clean, process, and analyze quantitative and qualitative data from projects and implementing partners;
  3. Produce regular dashboards, visualizations, and analyses on portfolio progress for Country Office Management and programme units;
  4. Contribute to integrating gender, human rights, and inclusion (LNOB – "Leaving No One Behind") dimensions into monitoring tools and data;
  5. Support the use of data for evidence-based decision-making and strategic guidance of the office.

3. Support to monitoring missions and evaluations


  1. Participate in field monitoring missions with implementing partners and prepare the corresponding mission reports;
  2. Support the planning, implementation, and follow-up of decentralized evaluations (mid-term, final, thematic) in line with UNEG norms and standards and the UNDP Evaluation Policy;
  3. Contribute to the preparation of evaluation ToRs, the selection of evaluators, the follow-up of the evaluation process, and the quality of deliverables;
  4. Ensure the follow-up of the implementation of evaluation recommendations through the Evaluation Resource Centre (ERC) and the Management Response System.

4. Support to the production of corporate and programmatic reports


  1. Contribute to the drafting and consolidation of the office's corporate reports (ROAR, IWP Annual Review, CPD reports, donor reports);
  2. Support Project Managers in the preparation of quarterly and annual project progress reports;
  3. Ensure the quality, consistency, and compliance of reports with UNDP standards and partner requirements;
  4. Contribute to the preparation of briefing notes, presentations, and briefings for the Country Office Management.

5. Quality assurance, risk management, and compliance


  1. Support the implementation of programmatic quality assurance procedures (Quality Assurance Assessments);
  2. Contribute to the identification, monitoring, and update of programmatic risks in the office's risk register;
  3. Support the follow-up of recommendations issued from audits, spot-checks, HACT, and other oversight exercises;
  4. Contribute to the portfolio's compliance with UNDP's Social and Environmental Standards (SES).

6. Knowledge management and capacity building


  1. Contribute to the capitalization of good practices, lessons learned, and innovations from the projects;
  2. Support the organization of learning, induction, and capacity-building sessions for staff and implementing partners on M&E;
  3. Contribute to the production of knowledge products (capitalization notes, results sheets, success stories, infographics, etc.);
  4. Ensure the documentation and archiving of the office's M&E tools, data, and reports.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.


The Monitoring and Evaluation (M&E) Associate will work in the PMSU, under the overall guidance of the DRR and under the direct supervision of the Head of PMSU. The incumbent will work in close collaboration with the Programme Analysts and Project Managers of the various programme units, other PMSU staff, the Operations, Finance, and Procurement units of the office, the Regional colleagues/technical advisors (Regional Bureau for Arab States – RBAS), the National implementing partners, UN agencies, and technical and financial partners.


The incumbent will be based in Rabat at the premises of the UNDP Morocco Country Office, with occasional field travel as required by the portfolio.

Minimum Qualifications of the Successful NPSA


Min. Education requirements


  1. Secondary education is required.
  2. A university degree (Bachelor’s degree) in Monitoring & Evaluation, Statistics, Social Sciences, Economics, Political Science, Public Administration, Project Management, Development Studies, Planning, or any other relevant field will be given due consideration but is not a requirement 

Min. years of relevant work experience 


A minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of progressively responsible professional experience in monitoring and evaluation, programme/project management, results-based management, or related fields, with a secondary education. 


Required skills 


  • Demonstrated experience in the design and implementation of M&E systems/frameworks is required.
  • Good understanding of all aspects of project management is required. 
  • Experience in the collection, processing, and analysis of quantitative and qualitative data is required.
  • Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint) is required.
  • Experience in drafting programmatic reports in English and/or French is required.
  • Experience in promoting LNOB approaches (gender, youth, etc.) is required. 

Desired skills in addition to the competencies covered in the Competencies section


  • Previous experience within the United Nations System, UNDP, or another international organization is desirable.
  • Proven knowledge of UNDP procedures, policies, and platforms (POPP, Quantum, ERBM, ERC, Quality Assurance, SES) is desirable.
  • Experience with statistical analysis and data visualization tools (SPSS, Stata, R, Power BI, Tableau, etc.) is desirable.
  • Experience with decentralized evaluations in line with UNEG norms and standards is an advantage.
  • Proven knowledge of gender-sensitive, human-rights-based, and Leaving No One Behind approaches in M&E is desirable.
  • Experience in the Moroccan national context and knowledge of national public policies is an asset.
  • Strong interpersonal skills/experience, team spirit, and service orientation is desirable.
  • Proven ability to work under pressure and manage multiple priorities simultaneously is an advantage.
