Background
1- Office/Unit/Project Description
The United Nations Development Programme (UNDP) actively supports Jordan in achieving sustainable development, leading to transformative change and tangible improvements in people's lives. This is achieved through the design and implementation of policies and programs that address the country's development challenges. UNDP emphasizes considerations such as Gender Equality, Private Sector Engagement, Environmental Sustainability, and Innovation, aligning local development solutions with the 2030 Agenda.
The Governance and Social Cohesion Pillar at UNDP Jordan Country Office leads the design and implementation of integrated programmes that support inclusive governance, social cohesion, rule of law, and peacebuilding. The Pillar focuses on strengthening institutional effectiveness, promoting civic engagement, enhancing accountability and transparency, and supporting national efforts in preventing violent extremism (PVE), human rights, and inclusive political participation.
Collaborating with the European Union, UNDP aims to enhance the social and economic resilience of host communities and refugees in Jordan, particularly in the northern governorates. The “Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED Programme)” builds on previous decentralisation and local development initiatives and addresses critical gaps in local economic development, including limited municipal financing, weak implementation of development plans, and insufficient private sector engagement.
The Programme focuses on strengthening local governance systems, promoting inclusive economic opportunities, and supporting municipalities in implementing inter-municipal capital investment projects. It also supports Micro, Small and Medium Enterprises (MSMEs), fosters public-private partnerships (PPPs), and enhances service delivery to improve living conditions and social cohesion among host communities and refugees.
The objective will be achieved through: (1) Supporting municipalities and governorates in identifying, prioritizing, and implementing capital investment projects that stimulate local economic growth; (2) Strengthening institutional capacities for local development planning, financing, and implementation; (3) Promoting inclusive and sustainable economic opportunities through value chain development, MSME support, and community-based initiatives.
Additionally, the Programme will strengthen governance structures, enhance coordination among stakeholders, and promote innovation, green economy approaches, and participatory development processes.
The project will develop mechanisms for monitoring, evaluation, and reporting of results. The trajectory of the Programme is envisaged to strengthen local economic systems, enhance accountability and transparency, and ensure sustainable and inclusive development outcomes.
2-Scope of Work
The Project Analyst will support the overall implementation, coordination, and monitoring of the LED Programme, ensuring alignment with EU requirements, UNDP standards, and national priorities.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
3- Institutional Arrangement
The Project Analyst will work under the guidance and report to the Governance and social Cohesion Progamme Analyst at UNDP Jordan, and will work closely with the Project’s Team at UNDP and works in close coordination with the designated counterparts from the Ministry of Interior, Ministry of Local Adminstration, MoPIC and Municipalities and local stakeholders.

Minimum Qualifications of the Successful Applicant
Advanced University degree (master’s degree or equivalent) in Economics, Strategic Planning, Business Administration and Management, Public Administration, Social Science/ Management, Project Management, Monitoring and Evaluation, or other related fields is required or
A first Level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
