Position Summary: The Technical Program Manager / Senior Embedded Mentor (TPM/SEM) serves as the senior on‑site technical and operational lead and primary interface with CT and U.
S. Mission Iraq (USMI).
This role combines day‑to‑day program leadership with hands‑on senior mentoring, focusing on training, supervising, and developing embedded mentors delivering C‑UAS and UAS surveillance capacity‑building activities.
The TPM/SEM is responsible for overall program execution, technical quality assurance, stakeholder coordination, and ensuring alignment with approved operational concepts, training plans, and cooperative agreement requirements.

General Duties and Responsibilities: Provide overall technical and operational leadership for C‑UAS and UAS surveillance program activities.
Serve as the primary point of contact with the CT Bureau and U.
S. Mission Iraq on program implementation, scheduling, and coordination.
Lead and supervise senior and junior embedded mentors, with specific emphasis on training, coaching, and quality control of mentor performance.
Oversee development, refinement, and delivery of training curricula, mentoring frameworks, and train‑the‑mentor approaches.
Ensure all program activities align with CT‑approved operational concepts, response plans, and Iraqi institutional authorities.
Coordinate engagement with Federal Iraqi government counterparts, including civilian security forces responsible for critical infrastructure protection.
Monitor progress against milestones, identify operational or security risks, and implement mitigation measures in coordination with U.
S. stakeholders.
Provide regular technical briefings and written reports to CT and USMI.
Ensure compliance with Leahy vetting requirements, export control regulations, and cooperative agreement provisions.
Support long‑term sustainment planning and transition to Iraqi‑led operations.
Required Skills and Competencies Senior‑level technical program management and field leadership experience.
Demonstrated expertise in C‑UAS, air domain awareness, or UAS surveillance operations.
Experience conducting classroom and field training.
Proven experience mentoring and supervising technical personnel in austere or high‑risk environments.
Strong stakeholder engagement and diplomatic communication skills.
Ability to operate effectively in politically sensitive, high‑threat environments.
Minimum Education and Experience Master’s degree in international affairs, security studies, engineering, public policy, or a related field or 5—8 years of relevant military or government experience, preference for training and equipping partner nation security forces.
Minimum of 6 years of experience in U.
S. Government–funded security cooperation, counterterrorism, or capacity‑building programs.
Prior experience working with the U.
S. Department of State, U.
S. Embassies, or foreign security forces strongly preferred.
Significant field experience in Iraq or comparable environments.
