Railway & Intermodal Development for Efficiency (RIDE) Project – Indonesia

Project Background
The Government of Indonesia, through the Ministry of National Development Planning (Bappenas) and MCA-Indonesia II, is exploring and developing the Railway and Intermodal Development for Efficiency (RIDE) Project as part of the Millennium Challenge Compact (MCC II).
The RIDE Project supports Indonesia’s national railway transformation agenda by strengthening:
- Railway governance and institutional frameworks
- Operations and maintenance (O&M) systems
- Financing mechanisms for freight and passenger rail
- Rail-based logistics and intermodal connectivity
As part of the project’s Development and Preparatory phase, technical assistance is required to support planning, analysis, coordination, and implementation of readiness for priority railway interventions.
Objective of the Assignment
The objective of this call is to identify qualified railway-sector experts to provide technical assistance and advisory support for:
- Strategic preparatory studies under the RIDE framework
- Institutional, regulatory, and governance transformation in the railway sector
- Financial and economic analysis supporting sustainable railway investment and operations
Selected experts will work closely with government counterparts, MCA-Indonesia II team, and sector stakeholders.
Expertise Sought
We invite individual consultants / freelancers with demonstrated experience in the railway sector to apply under one of the following expert profiles:
Railway & Logistics Technical Expert
Key Responsibilities:
- Provide technical oversight for the planning and implementation of strategic studies under the RIDE Project
Support analyses related to:
- Railway engineering, rolling stock, and infrastructure development
- Operations and maintenance systems
- Intermodal integration and rail-based logistics
- Engage with industry stakeholders and relevant public entities
- Provide technically sound recommendations aligned with international best practices and national railway safety standards
Railway Institutional Expert
Key Responsibilities:
- Analyze institutional, regulatory, and governance arrangements in the railway sector
- Assess the allocation of roles and responsibilities among government entities, operators, and private sector stakeholders
- Develop recommendations to strengthen:
- Institutional frameworks
- Cross-ministerial and inter-agency coordination
- Public–private sector engagement mechanisms
- Support governance transformation efforts within the RIDE Project framework
Railway Financing / Financial Expert
Key Responsibilities:
- Conduct financial and economic analyses related to railway investments and operations
- Assess:
- Investment feasibility
- Financing schemes and incentive mechanisms (e.g., PSO, IMO, TAC, and related support instruments)
- Opportunities for private sector participation
- Develop recommendations for sustainable and fiscally aligned railway financing mechanisms supporting long-term sector performance

Minimum Qualifications
- Minimum master's degree in a relevant field (e.g., railway engineering, transport planning, economics, finance, public policy, infrastructure studies)
- Demonstrated professional experience in the railway and/or transport sector
- Proven analytical and technical writing skills
- Experience working with public sector institutions, development programs, or large infrastructure initiatives
- Familiarity with policy-based studies, feasibility analysis, or strategic planning in the transport sector
