Responsibilities:

Project Leadership & Delivery


  • Lead and oversee the delivery of a portfolio of UK Local Government projects from GCC India, ensuring compliance with agreed scope, quality, cost, and programme requirements.
  • Act as a key delivery interface between GCC India and UK project teams, supporting effective coordination and issue resolution.
  • Ensure technical outputs meet WSP standards, UK legislation, local authority requirements, QA, CDM, Sustainability, and H&S obligations.
  • Review, guide, and support the preparation and checking of drawings, reports, and technical deliverables across Local Government commissions.
  • Support bid delivery, scope definition, and resourcing inputs for Local Government work where required.

Team & People Leadership


  • Provide direct line management and day‑to‑day leadership to a team of engineers and technicians across varying experience levels.
  • Mentor and coach team members towards technical progression and professional accreditation.
  • Support onboarding of new starters, including inductions, system access, and integration into project teams.
  • Foster a positive, inclusive, and collaborative team culture aligned with WSP values and UK–GCC ways of working.

Resource Management & Utilisation


  • Plan and manage team workload, utilisation, and short‑ to medium‑term capacity aligned to Local Government frameworks, commissions, and pipeline.
  • Identify utilisation risks early and work with UK stakeholders to mitigate gaps through reallocation, upskilling, or forward planning.
  • Support cross‑office and cross‑disciplinary resourcing within GCC India to balance demand and capability.
  • Maintain accurate utilisation forecasts, trackers, and operational reporting to support leadership decision‑making.

Operational & Business Support


  • Proactively identify operational risks and address issues early to reduce escalations.
  • Support implementation and maintenance of governance, reporting rhythms, and Business Management System (BMS) requirements.
  • Assist with staff lists, grade plans, capability tracking, professional qualification reporting, and workforce planning inputs.
  • Contribute to continuous improvement of processes, systems, and delivery efficiency across the Local Government portfolio.

Stakeholder & Client Engagement


  • Build and maintain strong working relationships with UK project managers, Local Government leads, and operations teams.
  • Support internal client satisfaction through reliable delivery, transparency, and responsiveness.
  • Contribute positively to internal reviews, leadership meetings, and Local Government forums.
  • Support visits, inductions, and engagement activities for UK stakeholders visiting GCC India.

Quality, Change & Continuous Improvement


  • Promote consistent application of standards, processes, and digital tools across Local Government projects.
  • Encourage innovation, lessons learned, and sharing of best practice across teams.
  • Support audits, quality reviews, and corrective actions relating to QA, H&S, and governance.

Key Competencies / Skills


Essential


  • Strong experience delivering UK Local Government projects within a consultancy environment.
  • Proven people leadership and team management capability.
  • Good understanding of UK Local Authority standards, governance, and delivery processes.
  • Experience in resource planning, utilisation management, and workload forecasting.
  • Clear, confident communicator able to work across UK–India delivery teams.

Desirable


  • Experience working within a Global Delivery / GCC model.
  • Working towards or Professionally Qualified (EngTech / IEng / CEng).
  • Experience supporting bids, operational reporting, or business improvement initiatives.

Qualifications:
  • Degree or Master’s in Civil Engineering, Transportation, or related discipline.
  • Typically 12–18 years’ experience in Local Government infrastructure design and delivery.
  • Demonstrated leadership experience within a professional services consultancy.
