The mandate of the Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asia-Pacific region. The role of ESCAP as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis and with normative, technical and capacity-building assistance to respond to the development priorities and changing needs of countries in Asia and the Pacific. The Asian and Pacific Centre for Transfer of Technology (APCTT) is a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), dedicated to fostering regional cooperation for the adoption, diffusion and transfer of innovative and emerging technologies across the Asia-Pacific region. APCTT supports the members and associate members of ESCAP in strengthening capabilities to develop and manage national innovation systems; develop, transfer, adapt and apply technology; improve the terms of transfer of technology; and identify and promote the development and transfer of technologies relevant to the region. The Centre's strategic focus encompasses three interconnected priorities: driving technology innovation and the scale-up of new and emerging technologies; developing enabling policies and linking technology providers with financing; and enhancing cross-border cooperation and networking for technology transfer. In pursuit of its vision of enhanced regional cooperation for innovation, adoption, diffusion and transfer of technologies to address climate change and achieve the Sustainable Development Goals, APCTT delivers its work across four core areas: capacity building and technical assistance; knowledge management on priority technologies; policy and analytical support to member States; and technology facilitation and partnerships. This position is located in the Asian and Pacific Centre for Transfer of Technology (APCTT). The incumbent reports to the Economic Affairs Officer.
Responsibilities
Under the direct supervision of the Economic Affairs Officer, and overall supervision of the Head, APCTT, the incumbent is required to perform the following functions: • Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for APCTT’s capacity building and technical assistance initiatives. • Researches, compiles, analyses, summarizes, and presents basic information on technology and innovation in the Asia Pacific region, highlighting noteworthy issues/trends for consideration by appropriate parties. • Tracks developments that affect programme content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes. • Reviews, appraises and revises, as necessary, all submissions for substantive programmes, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. • Works with partner agencies in arranging partnership modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting. • Prepares monitoring checklists and inputs and identifying follow-up actions required; drafts inputs and briefings/debriefings etc. • Monitors budgetary commitments, including verification of charges and obligation documents in system for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; evaluates trends of financial implementation and makes necessary recommendations to line manager. • Supports implementation of communication strategies for demonstrating the impact of the Centre’s work programme including preparing strategic communication briefs, newsletters on programme/project-related activities, and coordinating impactful communication campaigns. • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of services, etc. • Provides secretariat services to the Governing Council of APCTT and relevant ESCAP Committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities. • Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as assigned.

Work Experience
A minimum of ten years (or eight years if graduated with a first-level university degree) of progressively responsible experience in programme administration related to sustainable development, environment/climate change, technological cooperation, technology and innovation policy, or project management of international developmental projects is required. Experience in the United Nations Common System or in international organizations similar to those in the UN Common System is desirable. Experience in supporting organization of international capacity building and training programmes or workshops is desirable. One year or more of experience in data analytics or related area is desirable. Experience in supporting coordination, monitoring and expedition of project development and implementation activities is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
