Key Technical and Consulting Responsibilities
- Lead fixed-scope Oracle Consulting Services enterprise SaaS and application implementation projects from initiation through design, build, integration, data conversion, testing, cutover, go-live, hypercare, and closure.
- Manage project scope, plan, budget, risks, dependencies, change control, RAID governance, milestones, and executive reporting across Oracle, customer, offshore, and partner teams.
- Coordinate solution design, configuration, technical build, integrations, data migration, testing, cutover planning, and production readiness across multiple workstreams.
- Oversee integrations between the target SaaS or enterprise application and third-party systems, including APIs, middleware, file-based interfaces, reporting feeds, identity services, and downstream platforms.
- Drive data conversion activities, including extraction, cleansing, mapping, transformation, loading, reconciliation, validation, and business sign-off.
- Own the master test plan across system, integration, UAT, performance, regression, cutover, and parallel testing where applicable.
- Lead hybrid delivery teams, define clear RACI ownership, and enforce accountability across local consultants, offshore resources, subcontractors, and delivery partners.
- Facilitate customer workshops, steering committee updates, issue-resolution sessions, and cross-functional collaboration with Oracle sales, architects, product, support, and delivery leadership.
Customer Impact / Success Measures
- Large-scale SaaS or enterprise application implementation delivered within agreed scope, timeline, budget, quality, and governance expectations.
- Integration, data conversion, testing, cutover, and hypercare risks managed effectively to support go-live readiness.
- Customer stakeholders kept aligned through transparent reporting, timely escalation, disciplined change control, and practical issue resolution.
- Oracle, customer, offshore, and partner teams coordinated with clear ownership of decisions, dependencies, and outcomes.
- Reusable templates, lessons learned, and delivery improvements captured for future Oracle Consulting Services engagements.
Required Experience and Qualifications
- Minimum 8 years of project management experience in enterprise application implementation, consulting delivery, professional services, or large-scale technology transformation.
- Managed at least two full-cycle fixed-scope implementation projects as the accountable customer-facing project manager or delivery lead.
- Practical delivery knowledge of large-scale SaaS or enterprise application implementations; Oracle HCM Cloud, HCM transformation, or HR platform experience is preferred but not mandatory.
- Experience managing integration workstreams involving APIs, middleware, web services, flat files, identity integration, reporting interfaces, or third-party applications.
- Experience managing data conversion from legacy systems, including ETL planning, cleansing, mapping, loading, reconciliation, validation, and business sign-off.
- Experience coordinating test strategy and execution across system, integration, UAT, performance, regression, cutover, and parallel testing.
- Strong experience leading hybrid delivery models with local and offshore teams; India- or China-based delivery experience is highly relevant.
- Strong project financial discipline, including effort, budget, forecast, change request, partner effort, and delivery profitability tracking.
- Excellent written and spoken English; fluent spoken Cantonese for Hong Kong customer and subcontractor engagement.
Preferred Experience
- Oracle HCM Cloud, HCM transformation, PeopleSoft Campus Solutions, or HR platform implementation experience.
- Hong Kong public sector, higher education, healthcare, financial services, or other regulated-industry delivery experience.
- Experience in Oracle, enterprise software, cloud, consulting, or large-scale technology delivery environments.
- Knowledge of partner delivery models, subcontractor governance, back-to-back delivery arrangements, and commercial risk management.
- Experience with waterfall, agile, or hybrid delivery methods; familiarity with JIRA, Microsoft Project, Oracle delivery tools, or RAID tracking platforms.
- Spoken Mandarin for China-based offshore teams, subcontractors, or delivery partners.

- Negotiation skills for scope boundaries, change requests, partner responsibilities, dependencies, and issue ownership.
- Accountability management across matrixed teams without direct line authority.
- Calm crisis management during integration delays, data issues, testing defects, cutover risks, or go-live incidents.
- Cross-cultural communication across Hong Kong, offshore delivery locations, and multinational customer teams.
